Big News! New EU Cosmetics Regulations to Take Effect in September, Adding Banned High - Risk Ingredients

2025-08-12

Attention, beauty industry enthusiasts and those concerned about cosmetics safety! In May this year, the European Commission issued Regulation (EU) 2025/877. This regulation has made important revisions to the well - known Cosmetics Regulation (EC) No 1223/2009's Annex II (Prohibited Substances) and Annex III (Restricted Substances), and it will officially come into effect on September 1!

This revision mainly targets CMR substances with carcinogenic, mutagenic, or reproductive toxic effects. Approximately 21 substances have been added to the ban list all at once. These newly added banned ingredients are quite significant. Take TPO (Trimethylbenzoyl diphenylphosphine oxide) for example. Previously, it was allowed to be used in professional artificial nail systems with a maximum concentration of 5%. However, due to its classification as a Category 1B CMR substance for reproductive toxicity, it is now completely prohibited.

The EU's decision is undoubtedly to provide consumers with safer and more reliable cosmetics, keeping potential health risks "out of the door". For cosmetics brands, they must act immediately now. They need to carefully review their product formulas. Once they find any of these banned ingredients, they have to race against time to re - research and adjust. Otherwise, after September 1, cosmetics containing these banned ingredients will no longer be able to be sold in the EU market.https://www.hrdprecisiontech.com/news/
